Context


The smart logistics sector in Singapore is undergoing rapid transformation, heavily leveraging autonomous technologies across various domains. This includes the deployment of Autonomous Guided Vehicles (AGVs) at Tuas Port to handle container movements efficiently, positioning the port as a global leader in automation. At Changi Airport, trials and deployments of autonomous air terminal tractors are optimizing ground operations and reducing human intervention. Within city limits, Singapore is actively testing autonomous public transport with driverless buses on regular routes and utilizing robotaxis and robobuses in districts like Punggol, often in partnership with private ride-hailing services. Furthermore, autonomous vans are being integrated into supply chain operations for last-mile delivery and corporate logistics, underscoring the nation's commitment to enhancing its top-ranked logistics performance through comprehensive automation.



Objectives


  1. Analyze the comprehensive integration of autonomous technologies across Singapore's key logistics sectors (maritime, air, and urban mobility) and understand how these systems contribute to efficiency and global competitiveness.

  2. Benchmark Singapore's policy and regulatory framework that facilitates the rapid testing and deployment of smart logistics solutions, drawing actionable lessons for implementation in other regions.

  3. Investigate the operational deployment and impact of specific autonomous vehicle use cases, including Automated Guided Vehicles (AGVs) 

  4. Explore the role of public-private partnerships (e.g., LTA, MPA, WeRide/Grab, Pony.ai/Comfort del Gro) in accelerating innovation and commercialization within the smart logistics ecosystem.

  5. Identify key factors and strategies that have positioned Singapore as the top-ranked country in the 2023 Logistics Performance Index, focusing on the synergy between digital innovation, physical infrastructure, and policy support.
